Hello Cristian,

Thank you for reaching out.

Per your description, I believe you are looking for the "Add gadget" button that you can find in your dashboard as displayed in the screenshot below. Is that correct?

I see you mentioned gadgets in your board and the permission related to it, so please allow me to bring you some concepts about the information you provided so we can better confirm that we are on the same page:

Dashboards and boards are completely different features:

1 - Dashboards are created to give you an overview of your whole Jira instance, providing you with some charts and reports grouped by gadgets not necessarily related to specific projects:

Configuring dashboards

2 - Boards are related to projects and provide you an overview of the issues in those projects, optionally providing you an agile method (Scrum or Kanban) to track your progress:

What is a board?

That being said, only dashboards can be configured with gadgets, where you must be the owner of the dashboard to add new gadgets to it. Talking about the system dashboard, you can access the edit mode to add new gadgets when logged as the system administrator under Jira Settings > System > System Dashboard or simply typing GG to open the search bar and them type System Dashboard.

Please, take a look at the documentation provided and let us know in case you have any questions.
