pop-up a message for each comment added in a Jira ticket

This might sound like a crazier ask and very unique requirement for Jira data center 9.12.x. Would it be possible to pop-up a message box with some text, for each comment added on a Jira ticket?

Rather process driven, we're looking for Jira to enforce user each time they leave a comment on a ticket. Right after they leave a comment and hit submit, Jira should pop up a message box, asking for "would you prefer to transfer the ownership of this ticket?"

If it's possible to enable this pop-up on each comment for a specific issue type then our mission is accomplished, is this something possible?
