You can't - the Default Issue Type Scheme holds all issue types.
Although this isn't used anymore in Jira as far as I know, this is an archaic scheme as of Jira 7 (current version is 8.11) - when you create a new project now you use a project template (eg. Scrum, Kanban, etc).
These have a set number of issue types associated with them and when creating a project, a unique project-specific issue type scheme is created with those associated issue types. So you shouldn't have any projects utilising the Default Issue Type Scheme by default.
What are you using it for? Or what issue is this causing?
