An organization having premium license plan, can user use confluence and product discovery for free

Hi @Trinath.Putchala , welcome to the Atlassian Community and thanks for your post. 

The premium tier of Jira only applies to the product of Jira. So, if you want to give product access to Confluence, you would need to allocate a license seat for Confluence or Jira Product Discovery to that user.

As per the plan and pricing, up to 3 users creator license are free under premium plan, what does this mean?
