"Boards" menu missing

This question is in reference to Atlassian Documentation: Creating a board

We recently tried updating in a sandbox environment, and the "Boards" navigation menu is completely missing. What am I missing?

Have you definitely got JIRA Software (not just JIRA Core?), and it is enabled in the application management section?

Although, I suspect the most likely culprit is that your account is not in a group licenced and enabled for JIRA Software - check the groups.
