"Create Linked Issue" is missing from jira software projects

As Atlassian developers are being mean and avoiding the bug/problem/ suggestion https://jira.atlassian.com/browse/JSWSERVER-13625, I started development of plugin where i can develop a web item like https://developer.atlassian.com/server/jira/platform/issue-view-ui-locations/#ViewIssuePageLocations-existingwebsections-issueoperations to bridge the functionality for software projects.

Now I know I need to create a plugin with web item location "operations-operations" and I will give a label "Create Linked Issue" but I don't know what to put for attribute value <link> under <web-item>,Which will create action basically to load the on-screen form Create Linked Issue.

Any one have idea? Or is there a better way to fix this?
