"No project selected" error message - has anyone resolved?

I have a user that is reporting they're receiving the error message "No project selected" when creating a story that has a project selected on JIRA Server (7.12). This is already booked as JSWSERVER-11473 from almost 5 years ago, but it's languishing in the bug backlog. So I'm hoping someone else has resolved this issue before.

Any suggestions would be appreciated; known solutions, even better! Thank you!

@Veronica Kolstad The immediate workaround would be (as suggested in https://jira.atlassian.com/browse/JSWSERVER-11473) to use full "Create Issue" dialog or screen by clicking "Create" button from Global navigation bar in JIRA.

The final solution should be to upgrade JIRA to a later version like 7.13, that does not have this bug. But JIRA needs to be upgraded on a test server first to verify if this bug exists in the upgraded version or not.
