releases for jira

I need to restrict the number of issues into my releases on the basis of complexity . For example if i have 2 hours assigned to each issue issues and i want that only 9 hours to be assigned to a particular release then is there any way i can do this?? restrict the number of issues on the basis of complexity or time for a particular release??
