Hi Kalpa,
Currently the only option for viewing previously added comments when a user is added to an issue is to view it in the portal. Alternatively, the agent can copy/paste the thread after the user has been added, but that's a bit of overhead and not very ideal, but could probably be accomplished via a ScriptRunner.

I also did a bit of searching and was not able to verify if any third party add-ons have this as a feature set, But I would recommend looking at Jira Enhanced Mail Handler as suggested in this community post
