we would like to have our security person create this id and password and hand it over in a Jira open request.
this field should be only viewed by the person allowed to make the code changes.
is there a way to accomplish this task?

No, there is no way to hide a single field in Jira Cloud for some users and not other users. You can hide the entire issue based on issue security, which is probably what you should do.
The issue's progress needs to be seen by multiple groups, like developers, managers and approvers. it's only at the time that the developer need to get access to a userid and password to implement the change that is at that time is this part of the process needs to be hidden.
how is it, by hiding the whole issue from some people will help us after my above explanation?

As I mentioned there is no way to hide a single field. All you can do is hide the entire issue at some point in the process from that point on. If that is not good enough, I am afraid there is nothing else that can be done.
