sign up in jira account

i have problem in signup . i login with my gmail account .and verify the account. but after verified it i got pop-up it shows  (doesn't have access to Jira on www.atlassian.net.)

can i know what problem with my account?? can you help me with this?

the error seems that you are account doesn't have atlassian access yet.
