I dont want to all Jira user can view the projects, I want to allow some groups of user to access with a specific project, but when I go to permission and set limit access, it applied to all projects. I doesn't meet my requirement.

Project 1 --> group A can access

Project 2 --> group B can accesss

to define the permission access

something like the example above.

The reason for your results is that you are using the default software permissions scheme. And that same scheme is used by other projects. To address this you need to create a new permission scheme per project.

Adding to @Jack Brickey 's feedback, here is a detailed article explaining how to grant access to only one Company Managed project for a group of users, and it includes granting Read-only access.
