If I have set the administer project permission to some users...for what projects it will apply?

for all the projects that the permission scheme is applied to?

Thanks

Yes. You associate a permission scheme with a project. You define the project administrators in that scheme. Anyone matching the permission scheme will have the right to adminstrate the project(s) the scheme is associated with.

Similarly for browse, if a user matches the browse permission, they will see all the projects using that scheme.

There is no global "browse" permission.
