track resource allocation across projects

I am looking for following to implemented using Jira. Is that possible ?

Team and resource traceability:
starting at the macro level of team, Team is working on which initiative and drop down at resource level
Per resource, be able to see which Epic /stories working on and their allocation
The data needs to be easily updated as resources get shifted to different projects
