There are many factors that can affect upload and download speeds, and there's not a lot of point in talking about all of them in any detail until you know where the problem is for you.

What you need to do is pretty simple at first - monitor it while running a large upload and then again during a download.

It is quite likely that this will tell you that there is one specific element which is a problem.  CPU, memory, and disk input/output are by far the most likely to be shown as spiking, but if it's not one of those three, then the problem is most likely to be the network connection between your client machine and the server - a slow network will not show any spikes.

@Nic Brough -Adaptavist-  we have our server in aws and we want to upload it from our local network. so this maybe the cause and is there is any solution to overcome from this, because people are facing issue while uploading the attachments in the issue so that we cant able to upload it faster that is the very bad issue which we are facing the office.

I am afraid you need to do some diagnostic work before you can do a lot about this.

You need to know what is causing the slowness (CPU, Disk, Memory, Network, or something else) before you can fix it.  For example, there's no point in increasing CPU power if the disk speed or network are the problem.

There is no way to know what the underlying cause of slowness is from "we are on AWS and upload and download are 'slow'".  You need to monitor the server to establish where it might be slow.
