user in group with view privileges unable to see Advanced Roadmap Planner

I have a user who exists in a `jira-users` group. This group is configured to have user permissions for Advanced Roadmap Planner, but the user is unable to see the roadmap. The instructions on this page state: "Advanced Roadmaps automatically grants permissions to users based on their global Jira Software user group...", but this isn't a true statement.

Is the user in the Jira Software product access group?  (Jira users is usually just for logging into Jira, not Software)
