user receive same mail repeatedly in jira

about jira email notification i would lke to ask :

when set a single mail,the user can receive the mail normally.

but when set a mail group,if one user of the group cannot receive the mail for some reason,

others will receive same mail repeatedly,please tell me why?

As long as some users are getting the mails, JIRA is sending it for sure. Must be an issue at the user's end!
