If we use CAPTURE to record our user stories (requirements) is there a way to compile all of them for a specific project into a single document that can be printed and signed off by the end user?

Perhaps you could use an Epic to bundle them all together? Then have a workflow that requires an approval step which only the right people have permission to execute?

You could print the issues out one by one, but why not save the trees?
