view issue permission

I need help finding the information I am looking for. I want to create a new group that can see all projects, system dashboard, and all issues but not allow them to create or modify tickets in any way. I thought I found it in global permissions then issue permissions but neither one seemed to fit the bill.

There is no permission for that.

Your group is a start, but you will need to go into every permission scheme you have and add the group into "browse project"
