view issue permissions

Hello Jira team,

My idea is,  every Jira user can create issue but is not allowed to have other permissions like browse, edit. However a certain group A can edit, comment, transit, process this issue. This issue reporter can just view the issue and follow the status (notification e-mail). 

So I set up the permission and security level like following. 

Administrator: Group A

Create Issue: every jira user, Administrator

Set security level: every jira user, reporter

Other permissions (browse project): Group A

Security Level: just reporter and group A can view this issue.

But the result is:

every jira user can create issue but this reporter can not view the issue and there is no assignee field when creating an issue.
