what are the available tools to migrate jira issues to Azure

I apologise for this rather weak answer, but I did not want to leave you hanging.

The Atlassian Community are mostly Atlassian fans (I might not like it much, but when a handful of people point at me and chant "Atlassian Fanboy", I cannot deny that they are broadly correct).  

This means that you are unlikely to get an answer to your question to us.  If you were migrating from Azure to Jira, like most people do, then you'd get loads of help, but most of us don't have much experience in migrating off.

I have helped people move to Azure (and Monday, and other stuff) from Jira though - I get paid to help people do all sorts of stuff with Atlassian software, and that has included moving off.  I'm quite mercenary at times, I'll take the money over the fan thing.

All of what I've done has been pretty manual, mostly coming down to have to run exports, write something to change the data into the right shape for Azure (including inevitable loss of data and function), and then manually import it.

I think this is probably a question better asked in an Azure forum!
