what is the ROM involved in upgrading Atlassian applications

we need to upgrade the atlassian tools, how to find the ROM in which the applications will use.

Sorry, I'm not sure I understand what you mean by the term ROM in regards to upgrading Atlassian applications.   However we have a number of guides on how to upgrade our products such as

If you are looking for specific download packages to perform an upgrade, I would first walk through the upgrade guides.  There are different types of upgrade packages that can be used depending on the different methods you can use to upgrade.  And those pages do provide links to the specific download pages.
