what is the best way to provide settings "createing a task"

We need to create task in jira in third party system, we cant use rest becaouse we use queuning sys. 
how to best wat to provide settings, fields to create screeen (type, requared, names) . 
I want to create own rest (use scriptranner). 
Any ideas? db, scriptrunner? 

maybe any example? 

i'm stuck with requared fields
