for cloud the only pre-requisite for installing is that you can navigate a browser and click a few buttons. As for cost and effort estimation to implement a project:

1. cost - is not project dependent but rather user dependent. You pay per user. Here is the pricing info - jira-pricing. Addons will increase the cost if used.
2. effort - depends on many factors. It can be as easy as an hour or less if you use a Next-gen project or a couple of days if you are configuring a complicated Classic project w/ complex workflows, screen schemes, permission schemes, etc. Once you have a project or two done it becomes easier.
