what's features witch only the jira system admin can do it not jira admin

Hello team 

I read that only the jira system administrator can ( impot , export , and configure the smtp )

but i would now exactly all the features that only jira system administrator can do it , not the jira admin .

You haven't indicated if you're on Server/DC or Cloud though.  The doc there is for server (latest - there are some minor variations if you have older versions, but even version 5 is similar, let alone 6).  If you want to look at Cloud, then the doc is still broadly right, but needs to be read alongside https://confluence.atlassian.com/adminjiracloud/restricted-functions-in-jira-cloud-applications-776636921.html and bearing in mind that you will not get "system" admin, and the user maintenance stuff is different again.
