why i should take care by giving the manage filter subscription global persmession to users ?

I read that but i do not really understand why ?????

I need help please .

Answer accepted

filter subscriptions send mails to the groups/users that subscribed to a filter.

If any user can manage filter subscriptions, that might end in a mess, spamming your users with too many emails about topics, they do not care about.
