Where can I turn the new issue view on or off in Jira Software?

The functionality and instruction list in the link below are not accurate and I don't see the ability to turn off new issue view when I follow those instructions.

Mine's located under Personal Settings:

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
