Any publicly-trusted Certificate Authority should be fine. Your company likely already has a preferred vendor. But if they don't, here's a list of common CA's to consider.
Let's Encrypt is another way to acquire certificates at no charge (although you need to be able to set up their renewal script to renew them more frequently).
After acquiring a certificate, you can follow Microsoft's documentation for applying it in Azure.
