who will add the Releases in JIRA SERVER 7.3.1

Hi All,

Which permission is required to add a 'Release' and to click on RELEASE button?

And where do i find the drop values of the RELEASES in Jira SERVER (Eg. Build, Release and Build, Edit, Archieve, Delete )
