I know that to create a project you need to have the jira administrator global permession , so i tried it with jira software , so my user can create project but can not see it . It's okay
Now for jira service desk
Really it look weird for me , the user have the global permission jira administrator , so he create project but the problem or the difference than the software project , he still show project service desk and create issue also .
It is the right behaviour , or i dont understand something ?
what's the point here ???

Could you check the Browse permission on the Jira Software project that the Admin cannot view?
