workflow properties about time and linking

Hello,

We have some issues with an issue type of epic and we use the epic link to make a group of related issues for maintenance issues. However we have to create new ones every year to stop them from having too many links and too much time booked against them.

My question was: How can I stop people from booking more time on the issues / epics after they are closed and how can I stop people adding new links?

For the first, I found that I could set the property jira.permission.work to a value of false. However, I could not find out how to reset this property if the issue was reopened. I tried setting the same property to true or enabled without any success. If you know how I can re-enable time booking, I would be over joyed if you could tell me.

For the second, I found on the internet that setting the value of jire.permission.link.denied to a value of denied should work but in JIRA 7.3.6, it does nothing. I tried several combinations and none of them worked. Anybody know how to do this?
