If you are 100% sure that your API access is configured properly, then pay extra attention to the parapgraph starting with "Finally, the following section describes a confusing situation when all REST API calls result in "Server returned HTTP response code: 403" or "401" errors."

Note that the feature mentioned in the question is not a built-in Zephyr feature, but an integration between Zephyr and the Better Excel Exporter app.
