There is currently not a public API for adding a workflow to a page. You could try replicate the requests you see through the browser console when doing this action manually. This comes with all the normal caveats about using non public API, but this area should be relatively stable.
Another alternative if you don't want to attach a workflow directly to the page would to be to use a space wide workflow, but limit it to only pages in the space with a specific label. You can use the default Confluence API to add or remove labels to activate the given workflow on a page.
