Adding a User Recipient doesn't generate notifications

Notifications Assistant generates emails when 'Email' recipients are added, but nothing is received by email when using the 'Users' recipient type.

Am I mis-understanding this feature or is something broken?

How do I get it to work?

Hi Andrew,
The "Users" recipient type should definately work. We have it configured for many JIRA instances and it works perfectly as long as the JIRA User is registered with a correct email address.
