App for planning and forecasting employee capacity; Issues can be worked on in a random order

Dear Atlassian-community, 

I have the following question: 

• Our customer has around 50 employees who work on different issues that do not have a specific end date when the task needs to be finished. It is also possible that a task can be worked on today, then will be paused for several days or weeks, and then will be continued to work on.
• The employees are grouped into teams
• Every issue is done by one specific employee
• The customer would like to know how high is the degree of capacity utilization at the moment and also in the future to be able to report to his superiors if new work can be given to his teams or if new employees are needed. 
• An evaluation of the KPIs would be good as well. How many costs did the resolving of an issue cause, etc?

Which add-on would you recommend for this question?

I don't have an answer but find this question really interesting. Curious: How does your customer keep track of  the capacity?
