Automation - create issue and transition in one rule

I am trying to create an issue and then move it from the `Backlog` to `Open` in the same workflow. I'm getting an error saying that the workflow trigger needs to provide an issue reference -- which it can't, since the issue doesn't exist at the time the trigger fires.

Any tips appreciated!
