CAn I work offline with the Excel sheets that are created by Excel2Jira?

Is it possible to take the Excelsheets "offline" (e.g. send it to a customer and let him work on this) and reimport the modifications later?

No.

Excel import creates new issues, it does not modify existing ones. You could convert the updates to Jelly or REST instructions, but there's quite a bit of coding to do there.
