Currently, Call Center for JIRA Service Desk, an add-on on Atlassian market place is only available on server hosting. As we know, changes are being made to server and data center products, will this add-on be available to host on cloud once changes are made and every thing is shifted to cloud?

Welcome to the community. Apps in the marketplace are often developed by third party companies. The Call Center for Jira Service Desk app was developed by Wittified and Appfire company. I would recommend reaching out to them here: https://marketplace.atlassian.com/apps/1215246/callcenter-for-jira-service-desk?hosting=server&tab=support
They will be able to answer their plans for this product and if they will be bringing it to the cloud.
