Can I send automated notifications for individuals who have insufficient time logged in Tempo?

It's important that we track all of the time engineers spend working on projects to support R&D tax credit claims.

It's easy for people to forget to enter their time as they work on stories, which essentially reduces the amount of our tax credit claim.

Is it possible to automatically identify individuals who have reported less than 40 hours per week of time?  From there, either a single report or individual notifications would be useful.
