The automation for Jira work with events, so you'll need to set an event to trigger this rule, for example, issue transitioned.
Also, for this work, you can use the condition "If: Issue Type equals".
In this way, you can check the issue type later into this rule by using a condition as shown below.

You can use Automation rule and construction "If-Else", When in IF section you can choose issue type. For example: "When issue created, if issue type = bug, then assign to Jhon."
Without automation for jira, scripts or other plugins, you cannot use separate validators/conditions or something in workflow
