Can i use the add on as a front end to add requests as licensed jira user to a sevice deparments?

We hav 2k jira users licences. We want to have a better front end for users to register requests to service department's such as HR and Finance. We want to allow the licncsed users to register requests using this add on. This is to make it easy for normal users and hide native jira screens.

Is this possible with this add on?
