Cannot see list of components when not an Admin

In the Component Versions screen we are unable to see the list of set up components to enable the component to be selected prior to linking it to a version when not logged in as an Admin.  It is essential that developers can create new component versions as these change frequently.

We can see the list of components when not logged in as Admin on other screens but not the Component Versions screen.

What could cause this please?
