Thank you for clarifying, this is indeed the case. In the current version of Tempo Timesheets, there is no limitation to view planned time of other users in the Timesheets.
We do have an Improvement request for this in our Tempo Timesheets Project (https://tempoplugin.jira.com/browse/TT-2106) that you can vote and comment on to help the development team to implement this.

Thanks for quick answer. Unfortunately users can view only their own worklogs but can view all the planned time. What we are trying to to is also hide planned time. For example outsourced employee shouldnt see time planning for whole team in next few months.

there is no access control for the Excel export of Timesheet. All users can only export the data that is available to him in the Timesheet views. So a Team member that can only view his own worklogs in the Team Timesheet will not be able to view the logs of other Team members by exporting the Timesheet
For the xml export via the Tempo Servlet (https://tempoplugin.jira.com/wiki/display/TEMPO0712/Tempo+Servlet+Manual ), a security token is needed. This Token is available in the Tempo Administration. Only Users that have information about this token can create xml exports with the servlet.
