I was able to create an issue in another project based on some conditions and link the newly created issue to the trigger issue using JIRA automation.
However, I do not want to be creating new issues if there is already an issue created in the other project and that has link to the trigger issue. I tried all ways of using JQL conditions, could not achieve that. Any pointers?

Maybe try the Related Issues Condition to see if there are issues already linked.
I tried that and does not seem to work. Although there are issues linked, the condition does not kick in.

You can use Create on Transition for Jira Cloud app to create a linked issue in another project only if one doesn't already exist. Here is a quick how-to on getting this done: link
You can easily configure conditions to determine when an issue should be created using substitution variables, regex patterns, or JQL queries for even more flexibility. Let me know if you have any questions!
