When I create an issue in epic I have noticed that I can create an issue with the same name. For me, it is not gut because I set a project with a logic that all issue is unique.
Could you please help me to understand:
1. is it possible to create an automation rule that helps not to create equal issues?
For Example, I have created Epic 1 and than in this epic I have created Tasks - Test 1 and Test 1. When I created second Task 1 the system should told me that I have already created the task with such name.
If it is possible, it will be great to know how it can be managed.
2. or can I manage project settings?

You cannot use Automation For Jira to prevent something from happening. It only fires after an event happens. And you are correct that there is nothing in the system that prevents Summary fields from being the same.
The best you can probably do is have Automation send you and email if the values are the same. Even that is suspect because the values would have to be EXACTLY the same. And I am not even sure it will work with the Summary field since it is a text field. But you can test it and see.
