We have been using JIRA for a few years and our project list is full of implemented projects. We are also having to manually deactivate users to ensure new projects have licenses available. I am curious if archiving old projects will automatically free up licenses by deactivating users that are not active in current projects. Thank you.

basically everybody who can log in count toward the license but archiving a project will not contribute to a solution.
Archiving projects is merely a good idea to keep the configuration tidy and clean and easier to "overlook".
