Does the version of Issue Templates for Jira CLOUD have a REST API the same as the version for Jira SERVER?
There seems to be no mention of it anywhere in the Issue Templates for Jira Cloud documentation.
I've had a response from Devinti and been advised that Issue Templates for Cloud currently doesn't have a REST API the way the Server / Data Centre version does, but it is on their roadmap.

I just wanted to share more details in this thread for future reference :)
Currently, the Cloud version doesn’t deliver any public REST API endpoints, nevertheless, we’re planning to develop some in the future in order to address certain limitations (such as applying templates automatically when an issue is edited).
Still, in this hosting, we provide certain alternatives, and similar actions (including for example creating issues from templates) can be achieved with automation by applying the template via issue property. In some cases, the possibilities are even more complex, and the use of Automation gives more flexibility in accomplishing various use cases.
