For the app, JQL Search Extensions for Jira & reports, are you able to limit # of users?

We are considering trying the JQL search ext's app, but need to clarify the access/pricing.  Can this app be limited just to specific users within our org, similar to how we grant access to Service Desk, Confluence, etc in custom fashion, or are you only able to get it for ALL the users in our Atlassian products?
