Hide Contact Administrator page using script fragments

Is it possible to hide the Contact JIRA Administrator using the script fragments

The existing solutions cannot be done

1. Modify soy file to hide the option, requires Restart and modification on JIRA souce files

2. Enable external management option on JIRA admin page, this does not allow us to create users via REST, which we use heavily
