I am trying to clean up some of the labels since some of them are redundant lie "Phone" and 'Phones" however, I cannot do that for close tickets. Do you know of a way for me to do that?

I suspect your workflow sets the "do not edit issue in this status" flag on the closed issues.
You'll need to remove that flag, reopen the issues, or add an "update issue" transition back to closed (with labels on the screen)
